individual transferable quota

individual transferable quota
a fixed share of the catch assigned to each fisherman or vessel owner as a tradable right, one that can be sold or leased to others. This may make an operation more efficient as some fishers buy the quotas of others and fleets can be reduced or rationalised with less government interference. As above, results are mixed as wealthier fishers benefit and the owner-operator system is disadvantaged. Abbreviated as ITQ
